These white bumps are caused by tanning. Don't pop them, they will leave behind scar, which will never go away. Don't worry, it will go away automatically, and no its not a sign of skin cancer.

Sometimes white bumps can indicate skin cancer, especially if they appear pearly.  This can be a sign of basal cell carcinoma.  When they are caught early, skin cancers can be treated, so go to your doctor or a dermatologist. There are also free skin cancer screenings that are often held at local hospitals.
