This is usually known as sun drying rather than poisoning. Use a heavy thick lip balm and or moisturizer on lips to avoid lip blusters.

Not all lip blisters are caused by exposure to the sun's UV rays. The blisters may be caused by other factors like intake of extremely hot liquid or eating some kind of food to which a person may have some allergic reactions.
