220/140 is very high blood pressure. It require emergency treatments. If not controlled, she can have a heart attack. Another possibility is damage to kidney. Because permanent high blood pressure can cause renal failure. The high blood pressure can also cause brain hemorrhage. So, she need emergency treatment to avoid further complications.

A diastolic blood pressure over 90 is "hypertensive" (although more things have to be taken into consideration). That high she should have gone to the ER for sure. If you're ever in doubt in the future, call for an ambulance. In most places you are only charged if you are actually transported, and you can let the paramedic / EMT do the convincing.
