What is the difference between a learning disability and a mental health problem?

A learning disability is a permanent condition developing at the latest in early childhood, whereas mental illness (or a mental health problem) can develop at any time, and is not necessarily permanent. People can get better and resolve mental health problems with help and treatment.

Whilst mental health problems can be treated through therapy, social support, medication, or a combination of these, people with learning disabilities are not ‘treated’ but rather receive support which enables them to most effectively and happily lead their lives. Anyone can develop a mental health problem at any stage of their life, which means that they must be given the necessary support to deal with it, and ideally to prevent it from occurring at all.

Although people with mental health problems are born with either a chemical imbalance such as bipolar, these mental health will not go away by themselves, 

This is a miss conception and the confusion with Mental Health
It can be caused by environmental - emotional or physical causes such as a chemical  imbalance.  www.sane.org

If someone has a learning disability, then this is a permanent condition, one which means that they are unable to learn certain things, to a greater or lesser degree depending on the condition.
However, if someone has a mental illness, then it is an illness and they may very well get better. After their illness, they may then go on to have a normal life again and have no recurrence of the illness.
This is not possible for someone with a learning disability and if they have a disability when they are born, then they will have that disability for the rest of their lives.
A person who has a learning disability may have a mental illness, but very many people with a learning disability do not.
Both conditions are similar in the sense that they cannot be 'caught', but only mental illness has a chance of full health being restored.
