Rheumatoid arthritis is an autoimmune disease.  These diseases can attack anything, as they attack your joints, including your hair follicles.  Not to mention, if a flare includes your scalp, that in itself will cause your hair to break - even above the root.
I have RA and lupus. My hair broke off in some place and completely fell out in others - before I was even diagnosed.  Once you're diagnosed, you'll be put on methotrexate, which in itself, causes hair loss.

The answer is yes.
