Yes, you can donate kidney after having  tattoo if your state regulates the tattoo facilities. In case, your state does not regulate tattoo facility then for blood donation and organ donation, one year gap is recommended after having tattoo. This is recommended to exclude any infection before donation.

I'm sure you can it's not like the tattoo goes into your blood it just stays on your skin
