The cancerous cells can travel from primary site origin to other parts of the body. The first area to be affected after metastasis is lymph node of the surrounding area. It is possible that after metastasis, the cancerous cell become inactive for many years, it means these cells can not spread further and don't cause tumor. These inactive cancerous cells in lymph node can become active after sometime.
