I'm not 100% sure on this, but I do know a girl who actually never had any outbreaks EVER!! Never knew she had them until she got married and passed them to her husband and he was the one that ended up with the outbreak, she never has had one but he gets them. So just because you are not having an outbreak does not mean you can't pass them.
