It may be body lice. They are darker than pubic lice, will infect areas of the body ranging from armpits to genitals, however do not tend to live in body hair, they mostly infest clothing. Suggest washing clothing in very hot water and storing in plastic bags for a couple of weeks if not needed.

Infestations of young children are usually on the eyebrows or eyelashes. Lice found on the head are not pubic lice; they are head lice.
