This looks like contact allergy. Allergy is the abnormal response of immune system against a normal substance. The socks are normal but your immune system is not accepting them. So change the socks with other one with different material like if you are wearing synthetic socks then wear cotton socks.
I also think it could be an allergic reaction, but not to the sock itself. It could be that the elastic of the sock is what you're allergic to. You said it wasn't under the whole sock, just at the line.

Some people are very sensitive to laundry detergents and fabric softeners. Try using the perfume and dye free products. If you are still having a problem after that, you may be allergic to cotton. I am allergic to cotton trees but have never had a problem with things made from cotton.
