It could be jock itch,a rash, or a reaction to..say soap,lotions,powders,oils,body wash it could be in number of things,but if you have itchy feet and you wash with a cloth then wash the rest of your body,it is easy to get the same itch from your feet on your scrotum,and that will need a prescribed medication from your doctor,.Good luck.
