Sounds like it could be an allergy or infection. You ask if it's normal..... It's not normal if she has not had the pink skin or watery eyes before.

Shih Tzus can have a condition called keratoconjunctivitis sicca (Dry Eye) that can cause irritation, discharge, and secondary corneal ulcers.  This condition can be treated.  At your next veterinary visit ask your veterinarian to run a Schirmer Tear Test to make sure the tear production is normal.  Shih Tzus are also prone to developing allergies.  Usually allergies in dogs manifests as skin problems.  Discuss this concern with your veterinarian.  Pink pigmentation can be normal on the eyelids but it would be best to have this checked to make sure it is not swollen conjunctiva.

Thanks. We just got her. She's 18 months so I don't know if the pink around her eyes and the watery eyes has always been there. It seems to be the color of her skin. The previous owner left her outside in the wind all day and kept her in a crate at night.
