Hardened sociopaths and pedophiles of any stripe top my list. I put them slightly ahead of people who defraud elderly folks and advocates of Sharia Law.
Basically anyone who enjoys or benefits from causing the suffering of others.
...and really lazy people.
Along with Z's answer I would like to add those who blame everything on someone/everyone else. They never take responsibility for their own life or actions.
