There is no intelligence test required to be allowed to vote. You don't even need to know how to read or write, or even need to know anything about the different candidates or their party platforms. That being said, anyone who is an united states citizen, and of age, can vote unless they lost the right by doing something against the law.

It's state by state.  44 states have varying laws about which groups of cognitively disabled people can vote.  So in 6 states, yes, all mentally retarded people can vote.  In the other 44, the actual constitutional statements are out of date, containing statements about all "idiots and lunatics."  The case law generally seems to say that a person shouldn't be prevented from voting simply because he's been diagnosed with a mental disorder, but that a court of law should be allowed to determine whether such a person is incompetent to vote.  If it's determined he's incompetent (severely psychotic, or severely retarded, for example), he can be prevented from voting.

If they are of high ability not only can they vote, they can marry, and drive also. This will be determined by a doctor and a psychiatrist in conjunction with other care specialists.
