If you are female than it is normal for ladies to have some fluid in the pelvis in all phases of menstrual cycle. Another reason can be intra-abdominal and pelvic injury. Ovarian cysts can also caused  this free fluid.
Another possibility is ascites in both male and female. This is accumulation of fluid in the peritoneum. It can be due to liver diseases like cirrhosis, hepatitis, clot in the veins of liver and Liver cancer.  Other problems like Pancreatitis, Nephrotic syndrome, Congestive heart failure, Constrictive pericarditis and ovarian cancer can also cause free fluid in the pelvic.
Treatment depends upon underlying cause. Usually diuretics are used. Use of antibiotics is recommended if there is infection.
In my opinion visit to doctor and get all investigations and treatment.

Free fluid in the pelvis has been observed during all phases of the menstrual cycle. In studies, the highest percentage of positive-for-fluid sonograms occurred within 5 days preceding the onset of menstruation, both in oral contraceptive (OC) users (26%) and nonovulating women (30%). This finding is attributed to increased fluid production related to an estradiol-induced increase in capillary permeability.

In the non-OC users, free fluid in the pelvis was also often (26%) observed in the period immediately after ovulation. Overall, 38% of non-OC users and 36% of OC users demonstrated cul-de-sac fluid at some point in the menstrual cycle.

The studies demonstrate that free pelvic fluid can be a normal finding in asymptomatic women without known gynecologic disease.
