Would You Expect To Find The Highest Rate Of Skin Cancer Among The Blacks Of Tropical Africa, Research Scientists In The Arctic, Norwegians In The Southern United States Or Blacks In The United States?

As a guess I would say Research scientists in the Arctic.  The blacks are most suited to the sun, the Norwegians are most like ourselves and no more or less susceptible than us. Fair skinned people are in the long run most susceptible.
