In theory it could be. Especially if the dishcloth (or a dish sponge if you use that instead) never gets washed or completely dried out.

Sponges and other implements used to clean dishes have been found to be the dirtiest household items (in terms of quantity of germs).

You can do quite a few things about it.

Make sure all organic material is rinsed out completely.

Get the sponge/cloth to dry out completely between uses. Most germs can't survive long without moisture.

Wash your sponge/cloth in a dishwasher, or even in the washing machine, preferably at a high temperature (60 degreees C).

Microwave them for at least 30 seconds on a high setting. Place the sponge/cloth in a plastic bag while you do this (or tiny spatters can get everywhere!).

You might want to use a disinfectant, but it would be preferable not to. Most disinfectants aren't suitable for human digestion, and yet the sponge/cloth, by its very nature, is something that will tend to leave residues of the disinfectant on your plates.
