No.  A Scapegoat is used to describe someone or a collection of indivduals who are singled out for unfair treatment, bullying and undue blame.  They get blamed for the mistakes and behaviours of others and they are used as people to project a bullies inadequacies out on.  

However this person who is the scapegoat is usually interacting with or has contact with some who may have a disorder or personality disorder like Narcissistic Personality Disorder.
