All skin problems require physical examination for proper diagnose. Without looking at spots, only guess can be made by keeping in view symptoms mentioned in question. Because many conditions can cause red bumps which may or may not cause itching. Differential diagnosis is necessary to get proper treatment. Several conditions can cause these itchy or non itchy bumps like Allergic reactions to chemical and dyes used in clothes, elastic and rubber products. Reaction to chemical in perfumes, soaps and detergents can cause red bumps. Other conditions like heat rash, Ichthyosis, Measles and dry skin can also cause bumps on skin.
In my opinion you should visit to dermatologist for proper diagnosis and treatment.
