You can get married, yes. You will probably have to have a blood test done, as a formality, when you go for your marriage license. But they will not forbid you from getting married. You should have safe sex, so that you don't spread the disease to your spouse. It might be wise, also, to look at alternatives such as adoption if you want kids. That way, you won't give the disease to your spouse or to your child.
