As a symptom you can not say that the rash on the leg or knee is due to HIV/AIDS. The rash can be due to many reasons. So differential diagnosis can be made by the dermatologist. But after the HIV/AIDS transmission, many problems can occur due to weakening of immune system. So, if you have other symptoms of AIDS along with this rash then you can assume but HIV test is necessary for final conclusion.
