High BP, swelling under eyes (Edema) and swollen ankles are all symptoms of low or impaired kidney function. Have a 24 hr urinalysis and a CBC (Complete Blood Count) done by your doctor to find out the cause of these symptoms.
This can be due to many reasons including infection in eye, which can be bacterial or viral. It can be side effect of some medicines. But this condition of your eye along with high blood pressure and swollen ankle can be due to diabetes. Check your sugar levels.
